Hon. Elvert Ayambem.“I wish to inform you of my intention to proceed on a three-week annual leave, commencing from Tuesday, March 11, to Tuesday, April 8, 2025. During this period, I will be unavailable to attend to my official duties.“In accordance with constitutional requirements, I am required to notify the House of Assembly of my intention to proceed on annual leave.“I have made the necessary arrangements to ensure the smooth operation of government business during my absence. The Deputy Governor, Rt. Hon. Dr. Peter Odey, will act on my behalf and make decisions as necessary.“Thank you for your usual cooperation and understanding. Please accept the assurances of my highest esteem.”The Cross River State House of Assembly has formally acknowledged and approved the Governor’s leave request in line with constitutional provisions.During his absence, Deputy Governor Rt. This commitment was highlighted by the Director General of the Cross River State Border Communities Development Commission, Onun Ngim Okpo, during a recent visit to Mopol 75 in Obudu Local Government Area, a project undertaken by the commission.During the visit, Hon. Okpo expressed his satisfaction of the significant infrastructural advancements taking place under Governor Otu's leadership supported by the Deputy Governor and Chairman, Cross River State Boundary Committee, Rt. Hon. Peter Odey, adding that his indefatigable effort to ensure that inter- and intra-boundary disputes are resolved for the interest of peace and security in the State is commendable. He praised the Governor's understanding that governance is a continuous process, emphasizing the importance of recognizing and completing initiatives from previous administrations to maximize resource efficiency and deliver value to the people of the State.The Director General noted that the ongoing projects which started in 2017 are crucial for improving security and the overall welfare of communities, particularly in border areas. Ngim commended the Commander of Mobile Police Squadron (Mopol 75), Mr Y. Aliyu for his hospitality and for providing a tour of the facilities, which serve not only Obudu LGA but also the entire Northern Senatorial District and parts of the Central Senatorial District. The DG acknowledged that Mopol 75 has played a significant role in reducing insecurity along the borders, especially with neighboring Benue State and the Republic of Cameroon.Facilities inspected include the Administrative Block, Conference Hall, Guest House, Commander's Residence amongst others.Hon. This partnership aims to improve data management, geographic information systems (GIS), and spatial planning to inform decision-making and driver economic growth.Speaking during a recent high-level meeting, in Calabar, CRGIA's Director General, Mr. William Archibong, emphasized the importance of GIS in governance, economic planning, and infrastructure development. He noted that CRGIA's role extends beyond land administration to include urban planning, environmental monitoring, and statistical data collection.According to Archibong, to achieve effective development planning, CRGIA and the State Planning Commission will work together to create a centralized system for spatial and administrative data. He further stated that the synergy will facilitate Improved Revenue Generation, Enhanced Urban Planning as well as support urban planning, environmental monitoring, and statistical data collection.The DG commended the Chief Executive Officer of the State Planning Commission for the innovative ideas he has injected to transform the State and wish him a successful tenure of office.In his response Vice Chairman/CEO of the State Planning Commission, Pastor Bong Duke, highlighted the significance of data availability in planning processes for Cross River State. He acknowledged past challenges, including breakdowns in inter-agency relationships, particularly with the Cross River Geographic Information Agency (CRGIA) and assured that the current administration was committed to restoring and strengthening the ties.Duke emphasized the need for the State to take ownership of its data, rather than relying on external sources that may misrepresent reality, citing instances where international organizations published unverified statistical data, leading to inaccuracies. Duke stressed the importance of self-generated data, saying, "We must tell our own story. We cannot rely on external agencies to define our reality when we can generate and manage our data."He disclosed that the State Government has been proactive in securing partnerships to improve service delivery, adding that the recent agreements with international logistics firms will facilitate the transportation of medical commodities. The CEO raised the hope that the renewed partnership between CRGIA and the State Planning Commission will formalize collaboration through regular data-sharing initiatives and inter-agency workshops. The Honourable Commissioner who has been proactive in promoting environmental sustainability in Cross River State, assured that with guidance from the State Planning Commission, a clear definition of operational strategies in the Environment Cluster is guaranteed.In his remarks, Commissioner 1 of the State Planning Commission, Dr Bassey Okim, commended members of the Environment Cluster for their outstanding work, particularly in the Statewide Environmental Sanitation initiative, which has significantly improved the state's serenity. Bassey Otu, has sponsored two state officials to participate in an international training programme on Developing Institutional and Community Resilience in Israel.The selected delegates, Prof. Emmanuel Eyo, State Coordinator of the Nigeria Erosion and Watershed Management Project (NEWMAP), and Princess Ako Nsa Ekpenyong, Director of the State Emergency Management Agency (SEMA), attended the specialized course held from February 9 to 21, 2025.The training was organized by the State of Israel’s Ministry of Foreign Affairs, through MASHAV – Israel’s Agency for International Development Cooperation, in collaboration with the Golda Meir MASHAV Carmel International Training Center (MCTC) and the International Resilience Institute of Sderot.The programme aimed to enhance participants’ understanding of community resilience, which focuses on strengthening daily well-being to minimize the impact of crises. Unlike traditional crisis preparedness, community resilience emphasizes proactive strategies to mitigate the consequences of traumatic events through institutional cooperation and local engagement.The training, according the the manual made available, highlighted the importance of multi-level collaboration—from national and municipal institutions to grassroots organizations—in developing effective resilience systems. The also addressed strategies for supporting specific vulnerable populations, such as children, youth, and the elderly, while equipping local first responders with trauma management skills.Participants were exposed to Israeli models and best practices in crisis management and community resilience-building, with a focus on: Analyzing community challenges during crises; Developing crisis prevention and intervention strategies; Strengthening institutional and community cooperation for resilience; Psychosocial approaches to trauma response and recovery; Psychological First Aid (PFA) for first-stage trauma responders; Strategic planning for community preparedness; and Methods for managing prolonged crises and fostering social resilience.The delegates, upon their arrival in the state, Prof. Emmanuel Eyo and Princess Ako Nsa Ekpenyong, expressed their gratitude to Governor Otu for the opportunity to enhance their capacities in such a critical area. Gov. Otu Sponsors Delegates on International Resilience Training in Israel

By Kingsley AgimThe Cross River State Commissioner for Health, Dr. Henry Ayuk, has expressed satisfaction with the ongoing construction work at General Hospital, Ikom, describing it as a signature project of the state government in the Central Senatorial District.During an inspection tour, he emphasized the hospital’s strategic importance in expanding healthcare access and reducing the burden on residents who previously had to travel long distances for medical services. He also acknowledged the Etayip (Ikom Town) community for generously donating land for the project and noted that the nearby comprehensive healthcare center would serve as a complementary facility.Dr. Ayuk assured that construction materials, including 700 bags of cement, are already on-site, and he expressed confidence that the project would be completed on schedule. He also highlighted Governor Bassey Otu’s commitment to engaging relevant partners to ensure the hospital is fully equipped upon completion.Additionally, he disclosed that the state government is prioritizing hospital renovations statewide, with plans to upgrade at least ten other healthcare facilities, including General Hospitals in Akamkpa, Obubra, and Ugep, as well as St. Joseph’s Hospital and Lawrence Henshaw Memorial Hospital in Calabar South, among others.Dr. Ayuk reaffirmed the administration’s dedication to strengthening the healthcare system, expressing optimism that many of these projects would be completed within the governor’s second year in office.Meanwhile, Engineer Eric Achu, Managing Director of Peninsula Construction Limited, provided an update on the General Hospital Ikom project, stating that the design underwent multiple amendments to align with international medical standards. Despite these modifications, significant progress has been made, with substantial work completed in under three months.However, he revealed that the project is awaiting the second tranche of funds to proceed further. He confirmed that his firm has been in communication with the Commissioner for Health, having submitted a funding request in November and receiving assurances in early January that funds were on the way. However, disbursement is still pending.Engr.
